I think Willis makes bad decisions because although he's an elite athlete
He doesn't have the elite thought process of an athlete. In other words, he can't take all the information around him on the field and quickly process it to make the best decisions. It takes him longer to process how the game is unfolding around him and this gets him into trouble.
Hooker seems to be excellent regarding this. You can't quantify this with a stopwatch. You just have to see how they react in critical game time situations. Hooker reacts quickly and instinctively. Maybe him playing basketball helped him hone these skills.
