Can’t teach size or arm strength. He’s got it.

The inability to execute an RPO or read option isn’t that big of a deal in the NFL/XFL yet, although that may be changing.

But he clearly had some issues reading zone coverages when he was still playing this past season. Teams figured out he can burn you man up, but if you zone him, he struggles. His best plays in 2019 were the no decision routes (i.e., fades to the corner of the end zone and BTW he does throw one of the prettiest fades I have ever seen).

Now I do think the O-Line was not his friend due to injuries/inexperience and Hooker benefited from better play there. Presumably he would have a quality OL in the pros.

So I don’t know. I actually think one or more teams will work him out (XFL or NFL) just to see if they think he could fit in their scheme. He throws a nice catchable ball when his arm is healthy (it wasn’t for much of 2019, which was another thing that did him in) thus some team might see value in having him on the roster.
