Warm states are also the most open because they're generally conservative
The indoor thing has merit, the majority of cases in Austin are amongst service industry folks (mainly hispanic) which goes against the general demographic of the city.
Most bars here are primarily outdoor seating, and I don't know anyone in my peer group who has caught it after a few weeks of bar hopping. I do however avoid eating at restaurants or spending time in stores.
If people could avoid congregating inside that would do a lot to curb the spread
