Given how things played out in terms of decisions made by key personnel

(i.e. Weaver, Beamer, etc), the roof is probably the ceiling. However, if for discussion sake Weaver, Beamer, and maybe a few others had made different decisions, then I do think it is possible that VT could have developed into a perennial Top 10 or 15 team.

For example, if Beamer had been willing to let Bustle be more aggressive as OC (BTW something I heard multiple people talk about in the stands the next couple years after he took the HC job at UL-Lafayette), then VT could have had a high powered offense to go with Foster's high powered defense. Heck even if Beamer had hired a more aggressive OC after Bustle left, the results could have still been the same.

Another example, is if Beamer had been willing to cast a slightly wider recruiting net, then it is possible VT could have built better depth at a few critical positions. I believe there was a period of time where Beamer had no interest to recruit in FL because it was too competitive unless the recruit first showed interest in VT. Also, by casting a wider net, then it lays the foundation for coaches to build new relationships in potentially fertile areas (i.e. the Gulf South Region).

A third example is how VT handled the expansion of Lane Stadium. If VT had been better organized on the various expansion projects instead of treating it like a patchwork quilt, then it is possible that VT could have been in a better position down the road to easily expand Lane's capacity to 70K or 80K during the early '00s when interest in the program was at an all time high. Now VT would have probably had to bite the bullet to bring things up to code, but it could have opened the door for VT to schedule more home-home series with marquee opponents (i.e. TAMU, LSU, Nebraska). If the expansion of Lane was done in conjunction with my other 2 examples, then interest in the school should increase which means VT could probably increase its enrollment and future revenue source for the Hokie Club. Basically VT could have created a self-sustaining circle for itself similar to what Clemson has going for it now.
