Does level of competition for recruits matter? Cam Allen/Javon Scruggs

Does the level of competition played by a kid at the High School level matter? I think it does or something is wrong here. I made a post about Scruggs at Liberty, then I got to think about Cam Allen.

Cam Allen-2018 Virginia 2A POY on O and D and set records as a Graham QB leading the Bluefield, VA school to a state title. Cam Allen started last year as a true freshman at Purdue. UVA offered, we didn't. He had an offer from Air Force and had well above a 3.2 GPA? As a sophomore this year he's 3rd on the team in tackles, first in interceptions, and the kids going to be an All American type player by his senior year. He's likely going to be an All Conference player this year. We didn't offer.

Javon Scruggs-Liberty, from Appomattox. 2017 Va 2a Defensive player of the year. All everything at Appo. Started last year as a true sophomore and started some as a freshmen and this year, he's the Defensive Captain for Liberty as a junior and will likely be on some All American team by seasons end. He's projected in the 2nd round as a safety.

How in the hell are we missing this bad on these local kids? Especially when looking at our secondary today? What is going on with recruiting? Scruggs with the President of the Appomattox Student Christian Organization and is in a Christian Group at Liberty? These two aren't bad characters, both had good grades in High School. I am a bit baffled.

We are talking about 2 kids within 80 or so miles from Blacksburg at the 2A level coming out one year apart and we didn't offer, and literally both of them are not just starters, both are literally playing at All Conference Level as a sophomore (Allen at Purdue) and the other is playing at an All American Level (Scruggs at Liberty). These are HUGE misses, or whatever you want to call it for Virginia Tech in the secondary, and literally right in our backyard.
