You are forgetting that the way the divisions are now is due

to the decisions made by the ACC on where to place the members after the ACC decided to expand to 12 members. If you read my other (more lengthy) post in this thread, then it explains why the original divisions looked like this:

Atlantic/Coastal
BC-VT
UMD-UVA
Wake-Duke
NC State-UNC
Clemson-GT
FSU-Miami

When the ACC decided to expand to 14, the "easiest" solution was to pair Syracuse and Pitt together particularly if there is not enough support to realign the divisions. Syracuse was placed in the Atlantic Division because of its rivalry with BC which meant placing Pitt in the Coastal Division.

Atlantic/Coastal
BC-VT
UMD-UVA
Wake-Duke
NC State-UNC
Clemson-GT
FSU-Miami
Syracuse-Pitt

When UMD decided to leave the ACC for the Big Ten and the ACC decided to fill UMD's spot with L'ville, the ACC's only option was to pair L'ville with UVA because everyone else was already paired up. It was at that time I saw a news report on TV that talked about the possibility of the ACC realigning its division similar to how the Big Ten realigned from the Leaders-Legend format to the current East-West format. The report indicated there was little or no support for it. I assumed it was because majority of the schools were already paired up with a rival and VT is currently in the same division with its 2 main rivals. So there is no reason for the ACC to change the status quo.
