The numbers reported are subject to “manipulation”. One year they used $7m to cover scholarships rather than transferring the money from VTAF, and incurred a deficit. The next year the $7m was transferred and they had a surplus. I follow this stuff pretty closely. It will be interesting to see the FY 20 financials after they are released by the state, probably in February, or March, though it could be later this year.
