Domestic violence, robbery, rape, etc. Sending a message on a weed charge is going to have a chilling effect on recruiting because anyone who doesn't think a plurality, if not majority, of football players (not just for VT) smoke weed, they're living in fantasy land. While it shouldn't be punished at all, the main punishment should be from being dumb enough to get caught doing it. To me, this is about as serious as trespassing in the steam tunnels.
