He wouldn't get off the field. He certainly may have said the "magic words," but the refs were motioning him to get off the field as they were ready to play, but he stayed out there. It seemed obvious he was going to get flagged, and nobody was surprised when he got it. Really dumb (and surprising) penalty regardless of how bad of a call it was.
