1) What ACC rule was broken.is there a specific rule or just "integrity of the game" wording that gives ACC authority to fine VT.

2) How was the contraband information disseminated. Verbal?
e-mail? US Mail? In person or over the phone? Unsolicited? Offer and accepted? Negotiated?

3) Has any of the parties involved (giver / receiver) spoke on the record.any press interviews.
