There are several players they don't scout and have no ratings on, however once those players commit to program, their rating is initially blank before rivals finally assigns something to them. Typically the recruit will be a two star then eventually bumped to 3, assuming he signed with a power 5 team.

Long story short is that I rely more on 247 and hokie fans shouldn't be worried that rivals doesn't have him ranked yet.
