Didn't read the whole article, but there's a problem with that idea.

Who are you going to play against? If you leave the NCAA, then the NCAA will forbid its teams from playing against you.

So you have to have a critical mass of schools to play before you leave the NCAA, or you'll wind up without enough variety in competition. Not sure if 16 is enough. Can you imagine playing the same 15 teams over and over in basketball?
