...make the basketball powerhouses cheat more. They'll just pay the best players more (under the table) to entice them to come to the big name schools with the history/facilities/huge fanbase rather than the historically black colleges.

I am all for blowing up the NCAA, but this seems like a bad way to go about trying to do it. As others here have pointed out, college athletics is mainly about people being fanatical about their/their parents'/their family members' alma mater. The money comes in because the big name schools have giant fanbases. The small historically black colleges have tiny fanbases, and the public is simply not going to suddenly flock to them just because they start signing the best basketball players out of high school.
