Metric or English units?

Funny (to me) story: At a CE department banquet, a skit was being shamefully presented [see yesterday's communication director presser]. We had a level rod that is labeled in decimals of a foot. When asked about it not showing inches, i.e., 10 divisions instead of 12, he looked at it and said, "it's in metric units."
