until last minute to merge and expect to keep their speed constant and you (in the lane that isn't ending) to adjust your speed to let them in.

Sorry, the onus is on the person who's lane is ending and the right of way is to the person who's lane is not ending.

Note: I'M NOT TALKING ABOUT ALTERNATE MERGE IN TRAFFIC, I'm just talking about a lane ending on a highway or interstate under normal trasffice circumstances.
