What 4* QB? Justin Thomas was a 4* Athlete who played QB in HS. You don't need and are not going to target Peyton Manning in this system, but there are plenty of good athletes or dual threat quarterbacks around too.

What 4* WR? Stephen Hill went there as a 4* receiver and was drafted into the NFL. Demaryius Thomas was recruited by the prior staff (I'm not sure if he was 4*), but he had a 1000 yard receiving season at GT in this offense, then was a 1st round draft pick coming out of it.

You mentioned GT's recruiting disadvantages, so you wouldn't expect them to be flooded with those types of players anyway. However, at a school like Tennessee, you wouldn't have those recruiting advantages, so you could recruit more of those types of players rather than an equal or lesser number. I understand very well why it's a system that works well for a school like GT. That doesn't mean that it would be ineffective at a school without GT's limitations.
