On the replay you can see the ref in the background

and you can tell he's not looking at the facemask play but instead is looking at something along the line of scrimmage.

I hate UNC, but I have too be honest and admit the officials missed the call. If the ref missed the call then the line judge should have caught it, but obviously he did not. Officials are human and make mistakes, but that was a pretty critical no call
