Using 247's ACC recruiting rankings:

2016: VT #8 in the ACC, UVA #13
2015: VT #5, UVA #10
2014: VT #4, UVA #6
2013: VT #4, UVA #6
2012: VT #4, UVA #5
2011: UVA #4, VT #7
2010: VT #5, UVA #14 (yikes)

So they were close for a few years, but UVA's ranking only exceeded VT's one year, and that's partially because VT signed 21 guys, and UVA signed 26 (number of players matters in the rankings).
