Massey's ratings include a home court advantage.

UVa's home court advantage last season: 4.67 (17th in D1)
VT's home court advantage last season: 4.46 (31st in D1)

It's not perfect, of course, but it's not consistent with your claim. Things like officiating could certainly play a role. Interestingly, 8 of the top 31 home court advantages are in the ACC. Notably, Duke and UNC don't appear among those--I guess they get the calls everywhere.
