control of scheduling is a collaboration but the pecking order is TV, conference and schools last. The Commonwealth Clash could be scheduled anytime the conference and TV chose and the extent of the schools input would be to voice their opinions but, outright refusal would be a nuclear option and likely not actionable given conference bylaws and TV contracts. There are few schools not named Alabama, Notre Dame, FSU and a couple of others in football(basketball has its own set)with enough influence to contest conference or TV requests.
