No he isn't. You could say that for any number of people
If he won't be more productive than the top 8 or so WRs whether in the slot or outside, or any of the top 3 RBs or the TEs, then no he doesn't. If he doesn't know the routes, if he doesn't understand leverage. If his route running results in INTs, if he can't handle press coverage, if he can't separate,if he is weak on his technique, etc./ then no he doesn't.
I would rather have Kumah. Farley (even a project), Savoy, Patterson, Grimsley, Hazelton, and others running pass routes than Bush right now. I would rather have McClease, Holsten and Peoples running the ball right now. Until he shows something, there is no automatic need to play him at all.
There are plenty of athletes on the team who don't see the field.
