I think G-League salaries, or lack thereof, are the problem.
G-League compensation can get a little complicated, per the article linked below, but here's the key statement for me:
"When you add players here who didn’t earn a call up to the 37 who did, it comes to 69 players who earned $46,000 or more last season — which is approximately 21 percent of the G League."
In other words, about 80% of the league makes $46k or less.
There is also nothing glamorous about playing in the G-League. I don't know what kind of TV contract they've got, but a Google search reveals a deal with streaming service Twitch, and apparently nothing else.
So it's actually more glamorous for a player to play college ball and get the hype from college ball.
So: get a decent TV contract, increase player compensation to a minimum of $200k (easy for me to say, I know), increase visibility/hype around the G-League, and pass a rule that if you go to college, you have to stay in college for three years, a la baseball.
They could do it, but I don't think there's any in$entive for them to.
