There are a couple potential issues


First, is it just paper or is there foil or acrylic that blocks the removal solution? If you aren't already, you may need one of those spiked rollers to perforate it to allow the remover to get to the glue

The other issue I have run into is people have put wallpaper directly onto sheetrock, without even priming it. Removing the wallpaper ends up wrecking the paper surface of the sheetrock. I muttered many bad words for days during that project
