The paparazzi are like any insect; they are everywhere

I believe most are freelance photographers, so they may even work "together" by sharing tips with
"friends" who happen to live in the same city or closeby as the celebrity's location to keep travel cost down. A small fee may or may not be exchanged between the parties (if the pictures are sold to a publication) for the tip. Although there are some that will "happen" to take a vacation at the same time and at the same location as a celebrity if he/she wants pictures of said celebrity.
