Well, it's kind of hard to estimate the number of hurricanes that will


be produced for a four-month period based on this current moment in time.

NOAA is extraordinarily successful at what they do, and track global data/trends/etc. It's just a tough thing to estimate, so this one small part of their job is probably going to be based on historical stats. That makes sense.

Now, if their models showed some crazy warming of the world's oceans, then that would be a big concern.
