In many (not nearly all) cases, the better team creates the "luck"


Losing teams will often lament that they only conceded a penalty kick, restart goal, or a sloppy goal, unlucky corner, etc. However, if the better team dominates the game, and has multiple corners, or is sending in numerous crosses or shots, or continually playing in the other team's box, the "lucky" plays will favor that "better" team just because of location on the field where much of the game is being played. If you send in a bunch of corners, eventually one will fall at your teammates foot, or one will hit a defender's hand, etc.

But the best team doesn't always win, and that is what makes the sport appealing (to me at least).
