In Spain, The best way to get someone to move over is to turn on

your turn signal. Most comply. It is the way they do it. Over here, you flash you lights and blast your horn. Some comply. Law in AZ is even if you are doing the limit in the fast lane, you can get a ticket if you are holding up traffic.
