It just says that HHS can't find any record of actually having followed their reporting guidelines as required. In the grand scheme of things HHS is basically admitting they deferred their legal requirement to promote and research safer childhood vaccines to the FDA since the FDA actually approves vaccines.

I've researched the heck out of vaccines, especially after my son showed signs of mild autism. My layman's opinion of the research is vaccines are 99%+ safe for 95%+ of the population. Unfortunately nothing is 100% safe so if your kid happens to catch the odds the wrong way "Caveat emptor" applies. The government weighed the odds and decided a vaccinated population was important enough to public health to write off the tiny fraction that react adversely to them. I can't say that i disagree with the math, callous as it is.
