DeBeers already buys up "extra" diamonds....

...so they're perfectly happy that these diamond are inaccessible. It's amazing how well they've maintained the cartel for so long. I suppose everytime a new source of diamonds show up they send a man out, explain to the folks that if they release them all they would bring the cost down to that of water and defeat their own purpose, so let us manage them, we'll give you a cut, everyone's happy getting a premium price for something that is quite common.
