According to this FY2019 WMATA Report, VA will be funding $0.7 million
for the Metrobus. Also, it looks like Metrobus still operates in VA (https://www.wmata.com/service/status/details/metrobus-june-24-service-changes.cfm), so it makes sense that VA has to provide some funding for the Metrobus. Maybe you are thinking about VA creating the Northern Virginia Transportation Authority (NVTA). I does look like VA created NVTA to try to develop its own transportation service for NOVA.
I did find this article (https://ggwash.org/view/66861/virginia-approves-historic-metro-funding-but-cuts-to-other-transportation-consequence) which kinda suggests to me that VA's idea of creating its own transportation system may be a lost cause or a dead idea since $75 million of the $154 million for WMATA was taken from the NVTA.
The interesting thing about VA is that the Loudoun County Connector, Fairfax County Connector, Arlington Transit (ART), and DASH have routes (I think) that go into DC. I understand that each county wants to have its own bus service for local service and even access to DC. I am not sure it make sense to have all those entities providing multiple services to the same location. It would seem to me that the entire bus service could be more streamline so that each county only provides service within said county while service between counties and DC is provided by another entity or have 1-3 service(s) provide bus service for the entire DMV.
