Where are you from and what do you eat where you think almost

all soap dispensers don't work?

That's the type of thing I might expect if I'm stopping at a Hardees in a small interstate town. In my experiences at restaurants in NoVA (which doesn't apparently suck in this category) is maybe 1 out of 20 times?
