I had one this week where USPS reported that they attempted delivery, but..

"could not access". The thing is I was outside near my driveway/mailbox at the time they reported attempted delivery and there was no problem accessing the property/mailbox. There also was no delivery vehicle to be seen.

I figure that the package didn't make it onto the regular delivery vehicle that morning, so they just went with "could not access" rather than sending another courier.
