If I could answer that decisively, I wouldn't be here


but I am quite sure it is more complicated than "I'm scared I'll be stuck with an employee." A company never sat on the sidelines when obvious growth could be had because laws said they'd make 9% instead of 10%.

Perhaps making it easier for a company to drift towards their "perfect" size to fit into a "perfect" economy could help, but given that companies don't work in a vacuum (as in their customer base only meaningfully grows if other companies also start hiring, etc.), I suspect there's only so much return in tweaking that dial.

It's just as important, if not more so, that consumers/workers have confidence that they'll keep their jobs and maintain or increase their income levels so that they are comfortable buying excess goods that lead to economic growth increasing demand.
