A couple of interesting points:
-When lethal injection (for humans) was developed, there was the intention that "we can't treat humans just like animals", meaning a better method had to be developed. The three drug protocol was thought to be better, although history has shown that to be problematic.
-A pet euthanasia is done in person by a veterinarian, with the intention that it is done as humanely as possible. So the vet makes sure the IV is in a good vein, and corrects the issue if something is amiss. With executions, there is a desire to separate the executioner from the person being executed. A physician is there to pronounce death, but not to actually cause the death.
