Yeah, it certainly enables that. I'd guess that it'll just re-enforce
the current stratification of teams. If you were a 4 star, but are playing like a 5 star, there's a chance to move up as if you had been a 5 star out of high school, and vice versa.
I'd hope just from the number of opportunities that it generally weakens the top. In other words, kids wanting to move down after a few years after realizing they aren't going to ever make it at Bama and similar outnumber kids wanting to move up for a chance. That kind of assumes certainty of playing time is worth more than a chance to play and that moving up would usually only get you a chance.
