Tax penalties waived this year?


I thought I read somewhere that tax penalties would be waived this year since so many tax changes?

I got a refund last year but owe $2K this year and my tax software is saying I will have a penalty?
But I don't think that is fair with so many taxes changes and the tax with holdings went down?

What say the lounge?
