Chicago can tow your car without notice when parked legally?

Oh joy. You wake up one morning to go to work and your car and your neighbors are gone. Sometimes dropped off a few blocks away, sometimes at the city auto pound.

You would thin they'd put up a notice if a reason to move the cars is good. But sometimes there is no notice.
