You may never have heard story if they didn't close loophole

If you had read the article you'd see that anyone could have done what they did. They were just smart enough to take small risks to test it then bigger ones once they saw it worked.

The states were also making big bucks: $120 million.

Some state official saw extraordinary sales at two locations so after a long investigation figured it out.
