It can end up being semantics
But I've seen it explained as "here is your allowance" and "here are your chores" needs to be two separate and unrelated items.
If you want to give a kid an opportunity to earn extra money by doing extra work, that's fine. But it truly needs to be extra work, not stuff that they should be doing every day/week anyway.
But all that is heavily dependent on the kid. For some, it will never be an issue. But there are some with serious self-motivation issues and "do this or you don't get paid" can backfire.
