Sadly, it is if the Feds say it is. And if they want Fed money they will.

If there is any justification, it may be the answer to the question: How else would they know this is going on? If this is a police matter, how else would a college be able to monitor it?

Maybe the reporting part would be sufficient for that, or maybe more people would report it to a school than the police.

It's a tough subject.
