What can the government do?

These are by definition scam calls. Which means (a) most of them aren't physically located in the US, and (b) they already have a complete disregard for the law.

If you don't recognize the number, don't answer it and let it go to voicemail. If the spoof a number you do recognize, just hang up immediately. Don't wait for them to take a breath. Don't say "I'm not interested." Don't listen to or engage them in any way. Just hang up.

The old-school rules of telephone etiquette are gone.
