I think Bran had a throw away line about that towards the end

Something like "there will always need to be a place for bastards and broken things". That might not be exact but that was the gist of it.

And I have no idea who those other nights watchmen were. After the wall fell there were like 5 of them left and they ended up at Winterfell. In the books there are 3 castles on the wall that are occupied but the TV show never went into that much. Lazy.
