I think you may have misunderstood what I meant

I was not implying that construction equipment or vehicles would damage the utility line. The construction equipment (i.e. jackhammer) is destroying part of the concrete driveway in order to gain access to the utility line. At least I would think the utility line would need to be inspected or replaced (due to age) from time to time.
