I had a site with a similar issue. The complainant was a mini-storage owner

across the street!

Checkers was building a new store. Red, black and white, with some yellow. The zoning conditions were part of a larger industrial park that required earth-tones (from the '70s). The county new it was outdated, so it told Checkers if it would pain the nearest buildings the same color scheme they'd allow it. Owner said no problem. Dry-cleaners building changed and the other space ended up with an Advance Auto (same colors) so no problem.

Then Checkers left, but Waffle House tore down the original building and rebuilt. Their colors are, yep, red yellow black and white. Now all s good! The developer got pissed at local restrictions and moved back to Alabama.
