The rivers aren't the problem, it's the street drainage.


Would guess the storm drains have accumulated a lot of sand, dirt & trash over the years, so they don't move as much water as they did when new. Not nearly as much, thus why there is so much flooding in the low lying areas of Norfolk & P-town.
