I agree making the NCAA Tournament maybe easier than making the Playoffs
but I am not sure the difference is that extreme as you think. Given that the P5s are starting to play more games against each other, it is possible college football could see a repeat of a season similar to the year (during the BCS Era) when a 2-loss LSU was crowned national champion. At least there could come a day when the Committee selects a 2 or 3 loss team to participate in the Playoffs. Given that the Playoff Committee changes its participants, it will eventually get to the same place as the Selection Committee in terms of its fluidity in its "selection criteria." So while this year's Playoff Committee may "reward" the 4 teams for all having 1 or fewer losses, next year's Playoff Committee could "reward" 1 team for going 11-2, 10-2, 10-3, or even 9-3 because said team played only P5 opponents during the regular season (including the CCG).
