Trying to understand this better...the difference between Bin Laden and

Soleimani is that Soleimani is an official in the Iranian Military (or government) and was respected among his peers in his country though the group he led was labeled a terrorist organization by the US.

Bin Laden wasn't associated with a country, but rather just a terrorist organization. He was protected by certain groups but wasn't an official of any country. He was a terrorist.

Because of Soleimani's position, this could be declared an act of war? I don't know war legality and what is declared an act of war or not. I know Congress is supposed vote on going to war or not, but is the crux of the uproar over Trump's decision because Soleimani is a military official?
