I'll try a silly but simple analogy


Lets say Greece had a military base in Mexico to protect their tequila interests in the northern Mexico region. And because of various tensions and bad history, Greece decides to take out Oprah (who is a senior US official) while she is visiting Mexico.

So the US attacks the Greece base (in Mexico) as retaliation, from a base in Texas.

If the Greek military then attacked the US military site in Texas, what would the response be in Texas? It doesn't matter if it was some small site in the middle of nowhere, I don't think the people in Texas would just sit back and say "well that was proportionate". They would be angry and take it personally since it was an attack on Texas. And other people throughout the country would get angry as well since it was an attack on the US. And it would force the politicians into more aggressive options.

Granted, this is a pessimistic view. But when you introduce the emotional factor, people can become irrational and uncompromising and aggressive real quick.
