Governor's Reef, I'm guessing? That's a great choice because you don't


need a boat, a guide...nothing but fins and a mask. You just figure out where the governor's house is, swim straight out until you find it. The water is crystal clear, and really buoyant because it is extra salty for some reason. And you may be the only ones there. Very cool place.

I live in the Keys, and there a a ton of great places to snorkel here - we have the only living (for now) coral reef in America (what I've heard, anyway). But you have to get out on a boat and go 1-3 miles. And Pennekamp and Looe Key are great choices, as mentioned - both protected. And dive flags are a must wherever you go - nevermind the laws or lack thereof, boats CANNOT see just your heads bobbing around.
