Do it withe the roster. Have a team roster of 25 like it is now. But


have a lower game roster of say 20 for each game. Limit the number of relief pitchers available to pitch in each game. If a manager only has 2 or 3 relief pitchers he can use in a single game he would have to use them judiciously.

This especially needs to be done in the playoffs. The expanded rosters in the playoffs are horrible.
